Animal shelter operator charged with theft

Pennsylvania State Police have charged the operator of an animal shelter in the Marion area with using $128,000 in donations for her personal use.

Tracy Samantha Frey, 56, Chambersburg, had charges of theft, theft by deception, theft by failure to make required disposition of funds received, and several other charges regarding charitable organizations lodged against her by police for alleged activities between January 2011 and May 2015.

According to police reports, Frey accepted donations for the non-profit organization Greener Pastures No Kill Shelter, 924 Social Island Road.

Police said she allegedly put portions of the donations into her personal bank account. She is also accused of using money from the Greener Pastures bank account for her own personal gain.
