Shane Austin Moats, 27, Shippensburg, was arrested for receiving stolen property, after Pennsylvania State Police pulled him over on a traffic stop on West Dahlgren Street. Police spoke to Moats, driver of a 2006 Kia Spectra, and his passenger, Robert Paul Witmer, 58 W. Dahlgren St., at 2:15 a.m. Jan. 5. They noticed copper pipes in the back seat of the car.

Moats was interviewed at the Chambersburg barracks, and said the two planned to sell the pipes and wire. They had just been in Hagerstown, Md. to buy heroin and Witmer had shoved the drug paraphernalia under the front seat, he allegedly told police. Witmer was interviewed about a separate matter, and told the officer they had stolen the copper pipes and wire. Later PSP discovered the items had been taken from MS Johnston Co. and were valued at $2,176.
