Waynesboro man, Curtis Dobbins, charged in sexual assault of a child

Curtis Michael Dobbins, 31, Waynesboro, is in Franklin County Jail in lieu of $100,000 bail. He was charged with aggravated assault of a child by Pennsylvania State Police for incidents which occurred between June 2008 and June 2010. According to court documents, Dobbins was charged with two counts of aggravated indecent assault of a child under the age of 13, aggravated indecent assault on a victim under 16, indecent assault on a victim under 13, three counts of endangering the welfare of children, three counts of corruption of minors, and indecent assault. The contact with the girl occurred in Antrim Township, while she was 12 and 13 years old.

Police met with the victim on July 27, 2011, after she texted her mother about the incidents. She told investigators she had been ashamed and scared to make a report, but had told her grandparents at one point, as well as a sibling and a friend.

Dobbins denied the alleged sexual abuse later that same day. He was arrested Feb. 15 and arraigned before Magisterial District Judge Duane Cunningham.

Dobbins has been in Franklin County courts 20 times, beginning as a juvenile in 1998. Charges while an adult include operating a motor vehicle without valid inspection, obedience to traffic control device, bad checks, public drunkenness, speeding, harassment, overtime parking, notice of violation, and purchase of alcohol by a minor.
