Hess Development water issue still active

The standoff between Greencastle Area Franklin County Water Authority and two households in the Hess Development will move forward. At the Sept. 19 GAFCWA meeting, a Robert Miller/Jason Gerhart motion passed, with Gregory Rock in agreement, to authorize Greencastle Borough Council to take the necessary action to require connection to public water. Mary Ann Young, 569 Lynn Drive, and Thomas and Deborah Moore, 11634 Kimberly Drive, did not meet the deadline to hook on or agree to an extension, while eight of their neighbors did this summer.

The two sides disagree on the validity of an Antrim Township ordinance requiring connection when a water line is installed within 150 feet of a home. The ordinance was written in 2000 and assigned the authority a service area in the township. GAFCWA ran a new water line in 2007.

GAFCWA officials did not indicate what the next step would be for the council.

CORRECTION: On Sept. 19, Greencastle Area Franklin County Water Authority directed its legal counsel take the necessary action to require two homes in the Hess Development to connect to public water. The Echo Pilot incorrectly said the motion referred to Greencastle Borough Council.
