What's going on in the "other" underpass?

The ruckus at South Carl St. and the underpass at West Franklin Street should end this week. It will move to South Antrim Way, but no longer impact traffic, as the construction equipment will operate from the shoulder.

The work, being done by contractor Wexcon Inc., is a water main extension ordered by Greencastle Area Franklin County Water Authority. The authority is installing 1,825 feet of 8-inch water main to an existing valve, beginning at West Baltimore Street. Wexcon bid just over $675,000.

GAFCWA has $950,000 available to fund the project, including a $323,000 contribution from the developer of Heritage Estates West.

Borough officials said the work was going a little slower than expected, due to the amount of rock Wexcon has encountered. Construction will take several months yet.
