ACA premiums will jump in 2018, early signs show
Early clues suggest that health-insurance prices in Affordable Care Act marketplaces could jump again for the coming year, defying predictions that premium rates would begin to level off.
Amid the uncertainties hovering over those marketplaces as the Trump administration and a Republican Congress try to dismantle major parts of the law, many states have postponed for another few months their spring deadlines for insurers to report how much they want to charge for ACA health plans in 2018.
But the first four states to announce proposed rates in recent days reveal that insurers are seeking double-digit increases - in some cases far exceeding the average 25 percent jump for the most popular group of ACA plans in 2017. The sharp rise further fueled Republicans' rallying cry to repeal the law.
Official: Trump may meet top Russian diplomat in White House
WASHINGTON — President Donald Trump could meet with Vladimir Putin's top diplomat at the White House on Wednesday, a U.S. official and a person with knowledge of the plans said, describing what would be the highest level, face-to-face contact with Russia of the American leader's young presidency. It would also signal that the two countries have improved ties that Trump recently described as being at an "all-time low."
Trump's talks with Russian Foreign Minister Sergey Lavrov would occur after the Russian's meetings earlier in the day with Secretary of State Rex Tillerson, the official and the other person told The Associated Press. They weren't authorized to speak publicly on the matter and demanded anonymity. The White House declined a request for confirmation.

The fight involved three passengers aboard the Boeing 737. Southwest spokeswoman Alyssa Eliasen says police were summoned and one passenger was arrested, while another incurred minor injuries that didn't prevent further travel.
There was no word on what prompted the quarrel.
S.Korea's new president says willing to visit rival N.Korea
SEOUL, South Korea — New South Korean President Moon Jae-in said Wednesday he was open to visiting rival North Korea under the right conditions to talk about Pyongyang's aggressive pursuit of nuclear-tipped missiles.
Moon's softer stance on North Korea could create friction with Washington, which has swung from threats of military action to hints of dialogue as it seeks to formulate a policy under President Donald Trump.
Moon, speaking during his formal oath of office, also said he'll "sincerely negotiate" with the United States, Seoul's top ally, and China, South Korea's top trading partner, over the contentious deployment of an advanced U.S. missile-defense system in southern South Korea. The system has angered Beijing, which says its powerful radars allow Washington to spy on its own military operations.
