Borough looks for Dunn replacement

The Borough of Greencastle has announced a vacancy on Borough Council. Council Member Nancy Dunn submitted her resignation from Borough Council in a letter to Borough Council President Charles Eckstine March 19, 2008. In addition to resigning from Borough Council, Dunn also resigned from the Shade Tree Commission. She stated a conflict of interest as her reason for resignation.

Dunn is one of the Moss Spring Estates residents who are forging ahead in their quest to be dropped from a homeowners association in their neighborhood. On the advice of her attorney, Dunn said she had to choose between being a plaintiff in court proceedings with her neighbors, or being a defendant with borough council.

"It's important to me to protect our property and stand by our Moss Spring neighbors," Dunn, who with her husband Jack is a plaintiff in a complaint against the borough, told the Echo Pilot two weeks ago.

"I was the first to go before the council in 2007 to resolve this before going to court. We have no other recourse now."

Dunn was elected in November and sworn in for a four-year term Jan. 7.

"I'm disappointed to be unable to fullfill my term. There is lots of work to be done and I was willing to help with the work," she said.

Under the Pennsylvania State Borough Code, when a council vacancy occurs, Borough Council must fill the vacancy within 30 days by appointing a citizen of the Borough to fill the vacancy. The appointed person would hold the office until the first Monday in January following the next regularly scheduled municipal election. The next regularly scheduled municipal election in Greencastle will be in November 2009.

Any person interested in being appointed to Borough Council should submit a letter to the Greencastle Borough Council no later than April 17, 2008. This letter should state the applicant's reasons for wanting to be appointed to Borough Council and provide a brief description of qualifications for the position. Any registered elector in the Borough is eligible for appointment to Borough Council provided they have resided in the Borough for at least one year. Borough Council members must reside in the Borough while serving on Borough Council.
